In the view of the British Delegate, the first of these two proposals raises the question of domestic consumption in India and a difficult situation threatens to arise unless it is

agreed to withdraw this proposal. The question will be raised whether the Conference is competent to discuss matters not speci- fically on the agenda and the decision on this point will have a bearing also upon the second of the two American proposals in

question.

As regards this second proposal, it appears that if it is brought forward by the American Delegation, subsequent proceed- ings will probably develop on the following lines.
